nixpkgs recently updated to Cabal 3.0.0.0 which does not work with HIE, so some contortions are needed to pull in cabal-install-2.4.1.0.
This changes how `Text` fields are serialized: we do not add quotes to them anymore.

I set out to write a demo of ingesting CSV, modifying the data, and outputting CSV based on a request I received. That demo is included here, but in doing so I wanted to change how CSV lines are printed by
pipeToCSV. Specifically, whether or notTextvalues are quoted has changed.Are there objections to that change?
